The "subsilver" style width is partly window-dependent. It should resize to fit the width of the active window. Specifically:

Column "Forum" is variable.
Column "Topics" and "Posts" are fixed-width. (50)
Column "Last post" should also vary, but its content dictates the width.

This is the correct behaviour.

To have a smaller (fixed-width) forum, you would have to make a new style, based on subsilver, and alter the source.

It's not likely that EasyPHPBB would be willing to change Subsilver itself, since this would cause problems for other users.

Yeah, thats the problem. Because all the forums use the same set of files. If I change one template it will affect everyone.
